In FY 2006, the "safety net" provided medical care for approximately 24,043 unduplicated, low-income, uninsured patients through their respective programs. For the same period, the "safety net" made over 13,000 referrals to specialists.
Patients' needs were determined through a needs assessment of participating "safety net" providers in PANV's target area of service. The results identified 21 specialty areas.

- PANV Volunteer Physician Specialists see patients from the participating "safety net", all services rendered are free of charge
- Referred patients receive eligibility screening and medical evaluations by medical providers at their respective "safety net" sites
- Patients are uninsured Fairfax County and Alexandria City residents with incomes at or below 250% of the Federal Poverty level guidelines
- PANV provides interpretation services in 173 languages and sign language
- Participating "safety net" entities can provide medications and can coordinate any necessary diagnostic testing, X-ray, and lab services as recommended by the Volunteer Physician Specialists
- Participating "safety net" providers will coordinate and schedule inpatient and outpatients hospital procedures when indicated by Volunteer Physician Specialists' orders

To ensure quality, continuity of care, and timely delivery of services for referred patients, MSNVA staff has developed policies and procedures for referrals in collaboration with participating "safety net" administrators. "Safety net" representatives meet with MSNVA staff on an ongoing basis to refine processes and develop additional policies that respond to Volunteer Physician Specialists and "safety net" providers' concerns and needs.
