In late 2005,the Board of Directors of the Medical Society of Northern Virginia (MSNVA) focused their energy on seeking solutions for vulnerable patients in need of specialty care. At about the same time, INOVA Alexandria Hospital's Healthy Communities Access Program (HCAP) began exploring the feasibility of creating such a system. The two initiatives were combined in June 2007 to create Project Access of Northern Virginia (PANV).
